Waives high school compulsory attendance requirements for students enrolled in accelerated college program. Requires all school districts to establish a discipline policy prohibiting bullying at school. Establishes criteria for the designation of a school as a "green school. Corrects certain references to election law in the Revised School Code. Allows a school district to conduct its own regular and special elections. Requires students have dental examinations prior to entering school. Enacts crime of child care or day care center employee failing to self-report certain criminal charges.
Clarifies when a school bus is considered "clearly and continuous visible. Creates annual training and certain polices concerning students with diabetes. Allows for removal of a member of board of trustees of a community college if members fails to attend six consecutive regularly scheduled meetings of the board without a valid excuse. Revises definition of vocational education and use of vocational education funds. Revises purposes for which sinking funds may be used. They do not point to school-related policies and practices as the primary cause of low test scores and student dropout rates. Includes Juneteenth celebration in school curriculum. Allows school district elections to be held at November general election in even years. Provides for 3-year average membership for school districts with a declining enrollment over a certain amount during a certain fiscal year.
